Norway allows online casino only through the state-owned Norsk Tipping. Foreign casino sites have no Norwegian licence, so we do not rank casinos for Norway. Here is what the law says, how blocking works and where to get help.

Only the state operator is legal
Under the Gambling Act (pengespilloven), in force since 1 January 2023, Norsk Tipping and Norsk Rikstoto are the only companies allowed to offer gambling in Norway; Norsk Tipping runs online casino. Lotteritilsynet, the Norwegian Gaming Authority, can order DNS blocking of unlicensed sites and first did so in April 2025. Banks may not process payments to unlicensed gambling companies.
