Costa Rica is one of those countries that are yet to put in place a gambling regulatory authority. First and foremost, the country has not enacted any legislation to regulate gambling in its jurisdiction. As such, there are no grounds under which a casino licensing authority can be set up, even though this doesn't in any way mean that the government of Costa Rica has completely closed doors to forming such an authority. Therefore, who knows if the country will consider enacting gambling regulation laws in the near future?
